Error msg "Cannot install license package"

I get this error message when I upgrade from Premium to Ultimate. I purchased
Ultimate and the license is stored in my digital locker. How do I fix this?

More information is required:

1. Is Premium activated?
2. Do you have a Vista Installation DVD inserted in the drive before you
start the license upgrade?
3. Is Premium (installed) at the same service pack level as the Installation
DVD?
4. Does the Installation DVD have the words "Windows Anytime Upgrade"
written on it?
