New PC in a couple of Weeks

Hi

I will be purchasing a new PC in the next week or so, am I naive in thinking
there will be a free upgrade to Vista?

You'll need to ask the seller or manufacturer you intend to buy from, as
you'll be getting and OEM version of Windows with the PC. If they say "yes",
get it in writing!

That is entirely up to the seller.
They and not Microsoft determine what comes with your computer.
In the past some OEMs gave free upgrades to an OS coming out in a few weeks
while charged a small fee for the upgrade.
If vista is important to you, add that to your research.
