KMS Server not listening on port 1688

I have setup a KMS on a 2008 server.
Please find the output for command slmgr -dlv

C:\Windows\system32>cscript slmgr.vbs -dlv

I then run:
netstat -a -n -o > c:\ports.txt
Open it in notepad and search for 1688.
There is nothing listening on TCP 1688... Yes I have opened up the incoming firewall rule for 1688 TCP for the Key Management Service in Windows Firewall.
Additionally the script also did not create an SRV record in DNS for _VLMCS._TCP.ourdomain.local, this I can manually do.. but first I need to know why the KMS is not listening on 1688?
Can someone please provide some assistance?
Thanks.
