Language pack install

I downloaded the spanish language pack for 5744 from the connect site, but
for the life of me, I can't figure out how to install it.

I go to display language in control panel, click on install, uninstall
languages, browse to the cab file and it says: No Language packs found. So,
I completely extracted the entire 400+mb cab file into it's own directory....
same result, no language packs found.

If someone could tell me what to do with the .cab file once I have it, I
would truly appreciate it.

Thanks!
