Do not believe it can be available through the boot menu.
The startup repair tool is a Win PE application which is initiated through a
"failover" script which runs upon detection of a startup problem.
Win PE was originally only available to OEMS and developers to create
recovery test and OS deployment environments. It is now included with
Vista.
Win PE is available with the Windows Installation Kit (AIK). Using Win PE
you can create a customized recovery environment on a bootable CD or as a
RAM disk. BartsPE is based on Win PE.
