I can believe how terrible this Vista install is ... I start up my
outlook email and surprise, Vista automatically does some sort of
Outlook install and it wants me to config a new email account. as in
my email config with the password and ip addr of the email server is
gone and lord knows all my email messages are likely gone also.

You didn't loose any data. Settle down.
First, make sure you are launching Outlook 2003. Dig in the start menu to
find a good icon to launch.
Still have problems?
Go to your office icon in the Remove Programs Control Panel and choose
Repair

Also, make sure you have the latest updates for Office. My bet is you
didn't.
