BCD Boot error during VISTA install

I can not get past this point no matter what I do. I have read all the posts
and have tried everything when trying to upgrade from XP. Here is some of
the information that you may need to help:

From the install log file:

EVENT_TRANSFER_IMAGE:TRANSFER_IMAGE_PREPARE

Error [0x0640e6] IBSLIB ModifyBootEntries:SetupPatchBcdEntries (Boot
Manager) failed, ec = [c00000bb]

Error [0x0641b8] IBSLIB ModifyBootEntries: Error modifying bcd boot
entries. dwRetCode=[0x32]

From the registry:

Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E967-E325-11CE-BFC1-08002BE10318}

UpperFilters REG_MULTI PartMgr

there is no UpperFilters.bak entry
