I've got a Vista Ultimate (full) disc that I've installed on a computer and
on the disc it says "Includes Windows Anytime Upgrade" so can I this disc as
an Windows Anytime Upgrade disc to upgrade Vista Business to Vista Ultimate?

If you purchase an Anytime Upgrade licesne, you can use that disk for that
purpose. All the Vista install disks are the same - it is the keys that are
different. The installler will read the key and decide on what to do.
