Need more input.
1. Is it seen in BIOS?
2. Is it seen by Device Manager in Control Panel?
3. Will it read any CD you put it in?
4. Is there any light that come on, the door open/shut?
5. Does Windows say new hardware?
6. Does it come with a CD that has drivers on it?

In addition to what Mr. Albright posted, the most common reason a DVD drive
is not detected in XP or Vista is detailed in this MSKB: (It applies to
Vista RTM despite MSFT's overlooking that it needs to update the title over
a month after public RTM--and it is far and away the most common reason for
your symptom.
CD-ROM drive or DVD-ROM drive appears to be missing after you install
Windows XP or Windows Vista

Look for any upper or lower filter values in the rregistry and delete them
at the specified subkey values if they exist.
These are much rarer possibilities:
CD-R drive or CD-RW drive is not recognized as a recordable device
