Vista - Uninstalling Vista

Is it possible to uninstall and deactivate vista on my laptop and reinstall
it and activate it on my more compatible laptop.

Just wipe the hard disk on the first laptop,
Install to the second then activate by telephone explaining the situation to
the clearing house rep.
The wizard will give you the right number.

If the Vista version is retail then yes it can be removed. Uninstall it
from the first and install it on the other computer. You'll have to do
phone activation. If it's an OEM version, then by the license it's tied to
the first computer on which it's installed and can't be moved.

Are you sure about the only one install? Is there a number at microsoft I can
call to verify? I'm in the same situtation: installed on an under powered
computer (2.9 performance rating.)

If the version is an OEM support is the responsibility of the OEM(person supplying the pc, if you installed an OEM version yourself then you are the OEM and responsible for support) not Msft.

Only one install ? ..yes for Oem versions.

Read the license (EULA) for more info. Per the license OEM versions cannot
be transferred to a different system.

to clarify the eula agreement our resident net nanny is not a lawyuer capable of corretly interpreting the agreements.

Moreover, Microsoft has addressed this issue in the Channel Discussion Guide (the full title being "Discussion Guide: Clarifying Proper Windows Desktop OS Licensing"). Page 2 clearly states that "If the motherboard is being replaced because of a defect, a new OS license is not required." [Emphasis added.] The only time a new OS license is required is when hardware refurbishing is done for reasons other than a defect (for example, adding memory or getting a faster motherboard).

this is in response to a question on oem license and refurbishing computers.
so if anyone asks, you replaced mobo or hard drive or failed cpu.
seems perfectly fair as ms has not held up to its responsibility in providing updated drivers or programs for its latest NEW os VISTA.
