Vista - Volumn Shadow Copy Not Working

I just got this error. Hopefully I haven't screwed anything up too bad by
running 3rd party registry cleaners! How can I fix this?

I was making changes to my Network and this happened. However, I think it
was due to so-called Vista-comptible registry cleaners since I had a problem
with the Software Licensing service as well as losing all my printers. Once
I used System Restore to a point before installing the cleaners all is well.
I still get errors for the COM surrogate and Windows Installer though. But,
that's probably a separate issue.

This may be completely irrelevant, I dunno, but I just read that
stopping the software licensing service can cause strange, unexpected
and seemingly unrelated malfunctions. Is it running now, or not?
