language change in windows home premium

I bought a computer for my cousin in Mexico and I was wondering how I could
change the language to spanish so it will be easier for him to explore its
features. I'm not sure if that can be done but I would like to know how if it
can be done.

Hola, Eric

If you have Vista Ultimate edition, you can download up to 15 additonal
languages for Vista via Windows Update (including Spanish). This lets you
run English and Spanish Vista side-by-side, on the same machine.

But if you have Vista Home edition, extra languages are not available. You
could either buy a new copy of Spanish Vista and install it on the machine
(replacing the existing English copy); or upgrade your Home license to
Ultimate via Microsoft's "Anytime Upgrade" plan, and then download the
Spanish language add-on from Windows Update:
