Bitlocker - the policy for startup options is inconsistent

When I tried to encrypt disk with bitlocker, I get error that Cannot encrypt
disk.
The group policy has changed. The policy for startup options is
inconsistent. Contact your domain admin for information.

Im using Vista Enterprise, stand alone no domain. Restart gpoupdate /force
no help. I reinitialize TPM and so on no help.
