Try using System Restore to take you back to a time prior to when you tried
to install Steam. Start\Programs\Accessories\System Tools\System Restore.
While System Restore is meant to only reset system settings and registry to
a specific point in time, as a precaution you should make sure your data is
well backed up.

Once the restore is complete, try the Steam installation again. If that
doesn't resolve the issue, you may need to undo the System Restore, there is
an option to do that, and Contact the folks at Valve, the people with
"Steam," to find out how best to deal with this issue.

Re: Installation

SteamInstall.msi is a Windows Installer package. There may be a registry
setting for Windows Installer that needs to be removed. To do this, you
could try this.

Download and install the Windows Installer CleanUp Utility, found here:

http://support.microsoft.com/kb/290301

Run Windows Install Clean Up (a shortcut should be in the Start Menu > All
Programs). In the Windows Installer Clean Up window, highlight all
references to Steam (only!), and click on Remove. Don't remove other
entries for other programs (like Acrobat Reader, for example), or they will
stop working. Close the window.

Then try to run SteamInstall.msi again.
