Vista Tutorial - How can I get Display Language?

I'm trying to download Japanese and read how to do that. The direction says
"under the keyboards and other input language, there's "Display Language" but
somehow I don't have it in my window. It says only if your computer have MUI
or LIP, the Display Language will be visible. What should I do and where
should I go to install LIP or MUI??

Only the Business and Ultimate versions of vista support changing languages.
If you have either of these versions you should find language packs on
Windows Updates.

We are running Vista Enterprise at my office. When I go to windows update, no
language packs are listed and we must have Japanese fonts add to the English
system. Does this mean we have purchased the wrong version of Vista?

Sad to say, but I am the administrator. I'm doing utility and compatibility
testing for our company. I'm having a problem opeing your hyperlinks, but I

I did that and the very next prompt is for a language file. That is what I
don't know where to get one. There are none on my DVD and the download
center doesn't provide them either. That is why I was wondering if I had the
right version of Enterprise. Could there be an english language version and
a "international" or mulit-language version?

I did figre out the IME installation, That is under change keyboard. IME is
OK for a few of our Japanese enployees but most need the language pack so
they get Japanese menus. I like to keep the operating system in English so
that I can debug problems without needing them to translate.
