Go to Tools | Accounts.
Select the account.
Click Properties.
Go to the Connection tab.
Uncheck "Always connect to this account using:".

Do you have a dial-up connection or broadband?
In Windows Mail, go to Tools, Options, Connection, and make sure
"Hang up after sending and receiving" is unchecked.
