To: why won't it auto fill

I start a new email by typing in the name I'm sending it to. Even if the
name is in my contact address book, it doesn't auto-complete. In OE the
name would auto fill. I'm not sure what's going on, but it is a pain.

Is there a setting I'm missing??

Click on Tools, then Options, then Send. If there's no check mark in
the box before Automatically complete e-mail addresses when composing,
click on this box and then Apply. Click on OK.

However, Windows Mail will still have some problems completing all
the addresses. For example, it will complete an address only if it's
among the last 29 addresses you sent a message to. You might want
to consider downloading Windows Live Mail, which has fewer
problems completing addresses.
