See if this helps (may not be reachable from outside AT&T):

Also, if you have your bellsouth.net newsreader connection set up,
ask in newsgroup bellsouth.net.support.email (not supposed to be
reachable outside AT&T, and perhaps not outside the bellsouth.net
part).

If you don't have that newsreader connection set up,see here:

Expect similar access restrictions. Even though most of this was written
for Outlook Express, it should also work under Windows Mail if you
follow the Vista only instructions after step 11.

Incoming: mail.bellsouth.net
Outgoing: mail.bellsouth.net

That seriously should solve all your problems.

Live Mail should automatically take care of everything. I also have Bellsouth mail too.

I was attempting to send email from my laptop away from home. What is the
difference? Will I have to change my mail settings when using my laptop at
home versus when I use my laptop away from home. I recently got this laptop
and was planning to use the laptop as my main computer and get rid of my
desktop computer at home.

I do have my incoming and outgoing mail servers set to mail.bellsouth.net,
but it doesn't resolve my problem. There's something more happening and it
may be the fact that I'm using my laptop away from home like Gary VanderMolen
mentioned, but I don't know how to fix it. What are you referring to when
you say 'Live mail' automatically took care of everything?

In that case (away from home), what you experienced is normal. As a
general rule, the owner of the SMTP server you are using must be the
same as the one providing your Internet connection at that moment.

The available workarounds when sending away from home are as follows:

1. Use webmail for sending (via your browser).
2. Ask your home ISP if they have a port other than '25' for SMTP. I don't think
Bellsouth does.
3. If you use the same away-from-home connection frequently, substitute the SMTP
server belonging to that connection. This is a bit tricky, but if you want to go that route,
I can provide more details.
4. If you frequently send from multiple locations, get a free Gmail account,
configure it for POP access, and use it for your sending chores.
Gmail uses port 465 for SMTP, which is not blocked like port 25 is.

I am unable to send E-mail thru Bellsouth although up until a few weeks ago I
could. I've contacted Bellsouth Tech Support twice and the last Tech person
told me to use my regular e-mail. I am getting this error: Subject 'Test',
Account: 'mail.bellsouth.net', Server: 'mail.bellsouth.net', Protocol: SMTP,
Port: 25, Secure(SSL): No, Error Number: 0x800CCC19

Can you help me? Thanks

There seems to be a leading sentence missing from that error message.
Was it something like "A time-out occurred while communicating with the server"?

That type of problem is usually caused by interference from a non-
compatible antivirus program. Which antivirus are you running?
As a minimum, email scanning in the antivirus must be turned off,
although that may not be sufficient to eliminate all bad effects.
In a worst case scenario, your antivirus may need to be uninstalled.

Email scanning in any antivirus must be disabled, for reasons
explained here:

If no improvement after disabling email scanning, consider upgrading
to Windows Live Mail, because it is less prone to suffering bad effects
from overly intrusive antivirus programs:
