Vista - Can not Send Email from a Bellsouth Account

I get the following error when trying to send email from Windows Mail:

The connection to the server has failed. Subject 'test', Account:
'mail.bellsouth.net', Server: 'mail.bellsouth.net', Protocol: SMTP, Port: 25,
Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

If not, try checking your email account under Windows Mail against
the bellsouth.net instructions for setting it up:

Note that bellsouth.net is merging with AT&T, so some of their web
pages are labelled as being for AT&T customers instead.

Are you connected to Bellsouth's network when you try to send?

I am connected to Bellsouth, I just got off the phone with Bellsouth Tech
support and after 2 hours, still the same result, they said to try Microsoft
support.

I also have a bellsouth email account that AT&T took over and ever since
then, I seem to have problems sending emails out. I can receive emails fine,

That server doesn't use the SSL option. Uncheck that option.
