Vista - Windows contacts

I don't see my complete list of contacts when I am composing an email when I
use the TO button. I know I have the individual in my contact list but it
isn't showing in the email address list for addressing

Only the last 29 people you sent messages to appear in the list.

To see the whole contacts list, click Tools and then Select
Recipients.

That doesn't seem to be the case. I'm using vista. I'm not getting anything
when I type a name in the TO section, no prpmpting. It's when i click on the
TO button that I don't get my whole contact list.
