Charter.net and windows mail

I just got a new dell and for two weeks my mail worked fine. I'm running
vista home premium (32). Now I get this error when using my charter
accounts...

An unknown error has occurred. Subject 'test', Account: 'hpartain', Server:
'mail.charter.net', Protocol: SMTP, Server Response: '421 Service not
available', Port: 25, Secure(SSL): No, Server Error: 421, Error Number:
0x800CCC67

I can receive mail but cannot send. It does go to my outbox but it can be
deleted. I downloaded the update that was recommended, but when it goes to
install, I get a message that the update does not apply to my system.
I called charter and since the webmail works fine, they say it's not them.
I've got the pop3 and mail.charter.net where it should be, no ssl or auths
checked, and no antivirus scanning emails.
I've also got my web page emails routed through windows mail and have no
problem sending or receiving those.

What can I possibly do that I have not tried already??

How long has this been happening? It looks like a temporary mail
server problem. Charter is wrong. Just because webmail is working
does not mean their SMTP server is working.

VM & charter email setup

Help, charter people are very rude & disrespectful. They refuse to help. Say it's not their problem. Did you ever find a solution? I am experiencing the same issues as previously stated
