Outlook installed on your new computer. Windows Mail need part of Outlook
to help it understand the transferred files. You have two choices of what
to do:
1. Install Outlook on your new computer, preferably version 2003 or later.
Version 2002 will also run, but with a few problems. Then try the transfer
again. A free trial version will run more than long enough to do the
transfer.
2. Transfer first from Outlook to Outlook Express on your old computer.
Then use these instructions to transfer from Outlook Express to Windows
Mail:

When you copy over the files, include the .wab file, which contains the
contacts.
Then make sure the file copies are read-write, not readonly, as some copying
methods make them. Then import the files into Windows Mail.
