I found that if you right click to create the folder where you want it,
there should be an icon in the box labelled 'local folders'. If it's not
there, restart email. If it is there, it needs to be highlighted before it
will let you create the new folder. Obviously, this will create it under
'local folders', so you need to drill down to where you want to create the
folder. Personally, I think this is incredibly high maintanence and wish
that MS would stick with the reliability of some other products such at NT4.0
and MS Office 1997...but where is the profit margin in that?

As far as the phantom mail issue, I mainly get that when I am trying to
delete mail and have found that closing the application and reopening it,
usually fixes the problem. Again, too high maintanence.
