windows mail

This is the error message that I get from vista when I try to send email
through windows mail HELP

The connection to the server has failed. Subject 'test', Account:
'pop.west.cox.net', Server: 'pop.west.cox.net', Protocol: SMTP, Port: 25,
Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

Does your connection to that server cross over from one internet
provider's equipment to another's before it gets to the server? If so,
such connections to port 25 are often blocked to cause problems
for spammers.

Also, you may want to check your settings under Windows Mail:

Note that which servers you should use depends on your location.

That's because you are using the incorrect server for sending mail. The outgoing mail server for cox is smtp.west.cox.net
