Some instructions for setting up access to email servers assume that if the correct setting of some option is the default setting for new email accounts under Windows Mail, they don't have to mention what the setting should be. See if this leads you to any useful instructions: http://helpme.att.net/article.php?item=10918 Also, many problems reported as unknown errors are due to interference from antivirus programs. What if any antivirus and antispyware programs do you have? The Google Toolbar program also causes problems in Windows Mail. If you have it installed, uninstall it.
