The size of a new message window is so large that I cannot see the complete
task bar and cannot close or minimize from it, I have to do this from the
status bar area. How can I fix this?

Click on the other edges and drag the toward the center of the screen.
Restart Windows Mail and see if this lets the new message window
move into the empty space.
