Can not send email

I have cox cable but they said problem is with Microsoft, this is the message
I am getting when trying to send and I can receive messages:

The connection to the server has failed. Subject 'quote', Account:
'pop.west.cox.net', Server: 'smtp.west.cox.net', Protocol: SMTP, Port: 25,
Secure(SSL): No, Socket Error: 10061, Error Number: 0x800CCC0E

I was also unable to connect to smtp.west.cox.net, either on port 25
or port 587. Not sure what is going on. Perhaps that server will reject
connection attempts from non-customer IP addresses.
By any chance, were you using a laptop away from home?

Does your connection to that server cross over from one internet
provider's equipment to another's before it reaches the server? If so,
such connections to port 25 are often blocked to cause trouble for
spammers. One way to avoid this is to switch your outgoing
connection to a different port, but cable companies are slow at
making any other ports available.

Is your computer connected to the Cox network when this occurs?
If you are using a laptop, and it's connected to another network, then you
can't send thru the Cox email server.

I have the same "can't send" e-mail problem with cox.east. - receive is OK.
Only happens with Vista, OK on my XP machine - settings are identical.
Has anyone figure out the problem yet?

According to Cox website (in an obscure place), Cox is evaluation the new security approach used in Vista and is presently NOT compatible with OUTLOOK in Vista. Surprising that they haven't made it compatible yet.

Known Cox High Speed Internet Software Incompatibilities
Vista takes a new approach to security, and Cox is currently testing the operating system and its features. Currently, the following Cox-related application is not compatible with Windows Vista:
