Like others, I can't send emails

I have read the posts and replies available and tried many of the suggested
fixes. However, I still am unable to use the outgoing feature of Vista's
Windows Mail. I have updated Vista for possible fixes.

Windows Defender is off.

My internet security is Trend Micro Internet Security. Here is the error
message when Trend is connected:
Subject 'Fw: 2007 NID DVDs', Account: 'jfklancer.com', Server:
'webmail.web.com', Protocol: SMTP, Port: 25, Secure(SSL): No, Error Number:
0x800CCC19

Here is my error message when Trend Micro Internet Security is not connected:
The connection to the server has failed. Subject 'Fw: 2007 NID DVDs',
Account: 'jfklancer.com', Server: 'webmail.web.com', Protocol: SMTP, Port:
25, Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E


Here are my settings:
Server Information: POP3
Incoming: webmail.web.com
Outgoing: webmail.web.com

SMTP Port 25
POP3 Port 110

My server, webmail.web.com, does not require a secure connection.

Is there anything that I might try?

I forgot to state I have deleted and reinstalled the email account, however
that did not fix the outgoing problem.

I also selected the outgoing server requires authentication option and
provided my logon information and received this error message:
Subject 'Fw: 2007 NID DVDs', Account: 'webmail.web.com', Server:
'webmail.web.com', Protocol: SMTP, Port: 25, Secure(SSL): No, Error Number:
0x800CCC19


I am really stumped, and after 3 days of trying, beginning to become
frustrated with my new computer's email system.

Hope someone can help me.

Server names starting with webmail are seldom usable with SMTP
connections. They often require HTTP connections instead, which
Windows Mail cannot handle. Ask your email provider for
instructions to set up to use their email servers.

Also, a recent version of the Trend antivirus program (details not
available) causes problems in Windows Mail, often even if
the antivirus program is disabled. If you have this version, only
uninstalling it is likely to help.

Does your connection to that server cross over from one internet
provider's equipment to another's before it reaches the server?
If so, such connections to port 25 are often blocked to cause
problems for spammers, and you need to ask your email provider
if their outgoing mail server listens for outgoing mail on any port
other than port 25, and if so, where to find instructions on how to
switch to the other port. Just trying all the ports is a very slow
way to find out, since there are about 65,000 ports available.
