Vista - Can't send e-mails

I have been using Windows Mail since November after having set it up using my old PC's information. I have had no problems until 2 weeks ago, when suddenly I cannot send any mail. I don't even get a message - it just sits in the the outbox and nothing happens! I can receive e-mails and connect to the internet.
I have checked with my telephone company and the internet provider I use re incoming and outgoing servers and I have tried all settings suggested. However, I never changed the setting in the firts place, so why doesn't it work from one day to the next???

If there is no error message when you press Send, then at least one
of the messages in the Outbox is stuck. To confirm this, open the
Outbox and try to move as many of those messages as you can to the
Drafts folder. If any won't move and can't be deleted, apply this
Microsoft fix:

Note that this problem often occurs after running a non-compatible
antivirus program for a while.
