One of the e-mails I wrote on 6-30-08 is still in the outbox because it won't delete. To confirm this, open the Outbox and try to move as many of those messages as you can to the Drafts folder. I applied the fix you indicated and ended up with a box that said "error. 0x8007000d and everything stopped. The message in the outbox is still stuck and I still can't send e-mail.
