i got this message in my email acct:

Dear POP3 Username,

Announcement from Microsoft. Your POP3 is not figuring in our database.
Please verify your details so you will be introduced in our database.
We are also testing new POP3 services so this time we ask our community
and for your help to provide us the maximum quality of our services for you.
Thank you and have a good day.
To continue click here and complete the renew form with your POP3 current
information.

is this legitimate and from Microsoft?

It's unlikely to be legitimate or from Microsoft. It's more like to be from
a spammer looking for more working email addresses to add to the list
she/he/it wil send spam to and sell to other spammers.
