Windows Mail and Windows Live Mail error codes:

Disable email scanning by your anti-virus application. It provides no
additional protection and even Symantec says it's not necessary:

Disabling Email Scanning does not leave you unprotected against viruses that
are distributed as email attachments. Norton AntiVirus Auto-Protect scans
incoming files as they are saved to your hard drive, including email and
email attachments. Email Scanning is just another layer on top of this. To
make sure that Auto-Protect is providing the maximum protection, keep
Auto-Protect enabled and run LiveUpdate regularly to ensure that you have
the most recent virus definitions.

Which antivirus program are you using, medic3293?
Some of the more popular brands are not fully compatible with Windows Mail.

I turned off email scanning on my anti virus program, but i still receive the
same error message. I use defender pro internet security. Any other
suggestions?

I'm not familiar with Defender Pro. The only way to rule it out as the
culprit is to uninstall it, then try Windows Mail. If no improvement,
you can always reinstall it.

Another option (instead of uninstalling your antivirus) is to upgrade to
Windows Live Mail, which is more resistant to the adverse effects of
aggressive antivirus products: http://get.live.com/wlmail/overview
