Windows Mail Contact List

I am having a problem with e-mails received from new senders. Specifically,
when someone sends me a e-mail, either as a TO or CC addressee, it
AUTOMATICALLY gets posted to my Contact List without the benefit of any
dialog box asking me if I want to do so. How do I correct this situation and
how do I ONLY permit new contacts in my Contacts List when I approve?

Tools, Options, Send, uncheck "Automatically put people I reply to in my Contacts list".

I am not aware of any other setting that affects automatic saving to Contacts.
