Sending Email in Windows Mail Vista Premium

I cannot get the outbound mail sent. Below is the message I receive, my ISP
is bellsouth.net

The connection to the server has failed. Subject 'Concessions', Account:
'Windows Mail', Server: 'mail.bellsouth.net', Protocol: SMTP, Port: 25,
Secure(SSL): No, Socket Error: 10061, Error Number: 0x800CCC0E

Some ISP's change the SMTP port number to another number other than 25,
to reduce the amount of SPAM email leaving its network. You should check
with the ISP to see if its is using a non standard port number for SMTP.

What you are experiencing is normal. For a fuller explanation see

As a general rule, the owner of the SMTP server must be the same as the
company providing the Internet connection.

The available workarounds while away from home are as follows:

1. Use webmail for sending (via your browser).
2. Ask your home ISP if they have a port other than '25' for SMTP. I don't think
Bellsouth does.
3. Substitute the SMTP server belonging to your away-from-home connection.
This is not feasible if you use random Wi-Fi hotspots for connectivity.
4. If you frequently send from multiple locations, get a free Gmail account,
configure it for POP access, and use it for your sending chores.
Gmail uses port 465 for SMTP, which is not blocked like port 25 is.
