Vista - erasing current vista email database

i can't delete any emails and tried the suggested fixes but no luck so i'd
rather just export my messages, delete the database, create a new one and
import the mesages.
i have gone into tools, advanced, maintenance, change location and created a
new folder. windows gives no errors but the new folder is not created and
nothing happens. any ideas?

I don't think it works that way. You should have asked for advice here
before changing the store folder.
Your best bet at this point is to abandon Windows Mail, and upgrade
to Windows Live Mail:

and hope that WLM sees your old messages so that it can import them.
