As far as I know, Charter does not use port 995/SSL for POP3.
They use the standard port 110, no SSL.

In Windows Mail, go to Tolls, Accounts, select that mail.charter.net
account, Properties, Advanced. Change the port number for the
incoming (POP3) server from 995 to 110. Make sure the adjacent
SSL option box is not checked. Click OK.

    You're very welcome.

Your receiving should work anywhere with those same settings.
Sending is another story, but we'll cross that bridge if and when
it turns out to be a problem.
