Vista - Where is bcc option?

Where is bcc option?

Have Vista and had to take my pc back to factory settings and have Windows Mail. No longer have a bbc line (under cc). I have no "all headers" to click on. What do I do to add the option of bcc? thanks.

Open a new mail, the all headers option is on the view menu of the new mail
window.
