i clicked on tolls and there was no options

i tryed the tool bar and couldn't find the options button

Click on "Tools" in the main Windows Mail window, not in a compose message
window.

This tutorial will help show you how to fix the Windows Mail Spell Check language error. Be sure to do it from the main Windows Mail window.

When I go to spell check, I get a message "This Language is no longer
available". How do I get spell check in English?

You are in the wrong screen, probably the message compose screen.
Go to the main screen that you first see when Windows Mail is opened.
