If you disable (or even uninstall) F-Secure's anti-spam component *and*
disable F-Secure's email scanning, does this behavior persist?

Email scanning provides no additional protection and it's the most likely
cause of the behavior.

Why you don't need your anti-virus to scan your email

Re: Disappearing message rules

I don't have a solid diagnosis, but as a first order of business Jay
needs to disable F-Secure's email scanning and anti-spam features.
But PA Bear already said that. :-)

Re: Disappearing message rules

Thanks to you both.

Left F-Secure spam & phishing filters disabled and the problem ceased
immediately. Re-installed F-Secure to be safe.
Thinking back...don't know where those two filters came from. They weren't
there a month ago and since I've re-installed F-Secure they haven't
reappeared.

Re: Disappearing message rules

Antivirus vendors tend to install automatic program updates which
can cause problems.
