Windows Mail does not have a resend function.
Go find the copy in your Sent Items folder and then do a
'Reply All'. Remove your own email address from the To line,
correct the recipient's address, and edit out anything in the
body that you don't want.

I have trouble understanding what you are asking because
of the run-on sentences without punctuation.
Who provides your email service? Or to ask that question another way,
what is the part of your email address after the @ symbol?
Your email service provider will typically have a web page that shows
how to set up an email program. If you need more help, tell us the
name of your email service provider.
