Vista - send email smtp not respondin

Ok I have been trying for days to set up my windows mail.. I am now
recieveing smtp error not responding when I stop it I recieve the account
and the server show
mail.bellsouth.net

Is this correct.....

Disable email scanning by your anti-virus application. It provides no
