Vista - Phishing filter is deleting embedded links

I had to disable the phishing filter, because Windows Mail was deleting all embedded links, from outgoing as well as incoming mail. Is there a way to set the phishing filter so that it works without causing this problem?

Are you referring to IE's Phishing Filter or Norton's?

I was referring to Windows Mail's phishing filter (Tools / Junk E-mail Options / Phishing).

Trial and error: I unchecked the box for "Protect my Inbox from messages with potential Phishing links," and the problem disappeared. Unfortunately . . . the problem reappeared, and leaving the above-referenced box unchecked didn't help.

I just went to Tools / Options / Security, chose "Internet zone," and unchecked everything I could except "Warn me when other applications try to send mail as me," and the problem's gone again. I'll see if it recurs.
