Open the Outbox folder. Delete the message.

Check your settings as per this page, it describes OE settings, but WM is
the same settings.

The URL in Steve's response didn't work for me, so try this one:

However, I don't think your issue is related to any settings in your
Windows Mail.

When you got that error message, were you actually getting your Internet
connection from Windstream, or were you on a laptop away from home?

If sending from home, which antivirus are you running? Some of them
cause problems with Windows Mail over time.
