How can I send and recieve messages in html?

If you want to send all messages in HTML, make it the default:
Tools, Options, Send, Mail Sending Format, HTML.

Incoming HTML messages should automatically display as HTML unless
you've disabled it: Tools, Options, Read, uncheck "Read all messages
in plain text".
