Error Message 0xc0000013

I get error message 0xc0000013 when I try to compose a message with background music, photo, or sound. Please advise as how to correct this error. Thanks.

I don't recall ever coming across an error message like that one.
Are you sure that error message is coming from Windows Mail?
Are you able to send a plain message? Which antivirus are you
running?

I am absolutely sure that the error message is correct. The only thing I
forgot to mention is that is says "No Disk" at the top of the message and
has the red "X" circle icon. I would get this error message anytime I
clicked on the "Message" button at the top of my Windows Mail window. I
could not get the drop down menu for "Message" to display. However, I kept
trying different things and after I deleted an MP3 file I had downloaded to
my Desktop, everything started working properly. Thanks for you effort.

Oops, I am wrong. It didn't cure the problem for very long. I am getting
the same error message again when I click on the "Message" button or the
Format" button when I try to create a new message. I don't know if this is
related, but when I try to transmit my "Reply To Group" I get a notice that
I am not signed in to the group. After several tries, I can get it to
transmit.

Your Windows Mail program sounds like it is badly corrupted.
The best fix for that is to upgrade to Windows Live Mail:
