verizon email is down for at least some (me for instance, Columbia Maryland,
FIOS)

I am having the same problem in Western MD. Looks like Microsoft has to do a
fix?
This is my error message:
Account: 'dsl.verizon.net', Server: 'incoming.verizon.net', Protocol: POP3,
Port: 110, Secure(SSL): No, Error Number: 0x800CCC19
Looks familiar, huh?

Not Microsoft problem, Verizon problem. Going to their network status page -
says no problem., If you can get to it, I am also seeing intermittent access
to anything verizon.net. ( http://wapp.verizon.net/systemstatus/ )

It looks like Verizon might be having problems, you're not alone. It
could be sheer volume of traffic. Can you just wait and see?

Third party sites tend to be more reliable when looking for system-wide
trouble reports. There are many such reports about Verizon here:
