I can send but I can't receive

Here is the message I get:

Your server has unexpectedly terminated the connection. Possible causes for
this include server problems, network problems, or a long period of
inactivity. Subject 'test', Account: 'pop.charter.net', Server:
'smtp.charter.net', Protocol: SMTP, Port: 80, Secure(SSL): No, Error Number:
0x800CCC0F

Port 80 is unusual for either a POP or an SMTP server. The default is 110
for POP. You also appear to have the POP server name entered incorrectly,
as noted at the page below:

Did it ever work? Because it doesn't look like Charter uses port 80.

Outgoing 25
Incoming 110

If that doesn't help, then it's probably interference from your
anti-virus/spamware programs.

Are you getting this message when you try to send, or receive? The SMTP
server is an outgoing server, and is not used for incoming mail. The
incoming server is pop.charter.net.

First, go to the Charter Web mail interface and verify that you have the
correct username and password.

Check with Charter for the correct port settings. Since they don't mention
them, I suspect that they use the defaults, which are 110 for POP and 25 for
SMTP. As well, verify whether they need the SSL settings.

Note that if your system is a laptop, and you use it at other locations that
do not connect directly to Charter, sends via Port 25 will likely fail.

As well, it's very possible that your anti-virus app is interfering with the
mail transfer. Try disabling the mail scanning functions.

I called them and they said they couldn't help me with this but that my
settings were correct. I get the message when I try to send; my username and
password are correct as well. I disabled the free AVG and this is what I got:

And this is the error message you get when trying to RECEIVE?
The Incoming server is wrong. It should be pop.charter.net NOT
smtp.charter.net.

Is your problem with sending or receiving? That error message indicates
a sending error. Two common reasons for that particular error are
sending while away from your home ISP connection, and interference from
your antivirus. If you are sending from your home Charter connection when
you get that error, do the following:

Your AVG antivirus was probably installed with its default install option.
If so, uninstall it, then reinstall, but select 'custom' install, which then
allows you to unselect installing its troublesome email scanning module.

While AVG is uninstalled, try Windows Mail again, just to verify that
the culprit has been found.

And are you actually connected to the charter.net network, or are you trying
to connect from some other place, such as an hotel or an office or coffee
shop?

If you aren't, the network that you are connected to is likely blocking you
from sending mail on Port 25. Many mail providers allow sending on Port
587 as an alternate.

You might try going to Tools, Accounts, selecting the account and choosing
Properties; on the Servers tab look for a "settings" button under "my
outgoing mail server requires authentication; on the page that appears,
choose "log on using" and enter your username and password.

But if you are away, and if that doesn't work, you need to find a server
that does not use Port 25, such as the Google Mail server. Create a gmail
account, follow the directions and help files for using their SMTP server to
send mail for you under your charter.net user name.
