You have to Export the contacts (File | Export | Windows Contacts) with
the CSV format.

The resulting file can then be imported in Outlook.

But be careful:
The mapping of the fields in WinMail and Outlook is not congruent.
So you'll have to check that prior to importing and possibly change the
settings for which "Windows Contact" field has to go to which field in
Outlook. Depending on the data you have in Windows Contacts you might
restrict the Export to certain fields only.

Using Excel and importing the CSV-file there first might be useful.

As only too often when someone jumps on an existing thread and hijacks
it:
Your problem has hardly anything to do with what the OP posted (and it
has really nothing at all to do with WinMail either).

It's pretty easy to import data from OE in Outlook; as long as OE is
still installed on the old computer) use
File | Import/Export

In case you want to import under Vista on the new computer, you'll need
to transfer the WAB-file (which holds the addresses under XP et al.)
from the old computer to the new one.

As this has nothing to do with WinMail, pls ask further questions in a
proper Outlook newsgroup, f.e.
microsoft.public.outlook.contacts
