cannot send or receive in outlook express


The connection to the server has failed. Subject 'Fw: Send a Hallmark
Smilebox for Father's Day - choose from 33 designs for dad. Plus more new
designs this week!', Account: 'pop.charter.net', Server: 'smtp.charter.net',
Protocol: SMTP, Port: 25, Secure(SSL): No, Socket Error: 10061, Error Number:
0x800CCC0E

Are you running Norton 360? If so check with Symantec. Could be
other anti-virus issues. Whatever you use Stop It (TaskManager -
Processes if necessary) and test email. (I use Avast Home and turn
off any used shields.)

Is it possible Charter has changed their server names or required
settings, like using MyServer Requires Authenication?
Check your settings. Be sure to check server names, ports, and SSL.

Their Help for OE6 shows mail.charter.net used for both Pop3 and SMTP
Server names. This does say authenication not used.

I just checked their HELP - Ask a Question and :

Incoming E-Mail Server: pop.charter.net
Outgoing E-Mail Server: smtp.charter.net
Server Type: POP3 Server

Just found better instructions for OE6 at Charter, just compare these to
your Windows Mail settings. They need to be the same.

Help for Winmail (try the server names above) it is possible they support
both server settings or are intransition to the Pop3 and SMTP you use now.

Your settings look good, but something is interfering with communications
to the mail servers. That problem can be caused by a third party
security program, like your antivirus. Which antivirus are you running?
As a minimum, email scanning in the antivirus should be turned off,
although that may not be sufficient to eliminate all bad effects.
In a worst case scenario, your antivirus may need to be uninstalled.

Email scanning in any antivirus should be disabled, for reasons
explained here:

If no improvement after disabling email scanning, consider upgrading
to Windows Live Mail, because it is less prone to suffering bad effects
from overly intrusive antivirus programs:

Disable email scanning by your anti-virus application. It provides no
additional protection, it may be causing the problem, and even Symantec says
it's not necessary:
