Can't make Windows Mail my default e-mail handler

I've tried using Control Panel where I can't find Windows Mail as an option
for default e-mail handler.
Tried changing by accessing Properties from Windows Mail but when I change
to "Make this the defalut e-mail handler, apply and save then exit and return
to Properties the setting has returned to Not the default e-mail handler.
I'm using Windows Vista Home Premium.
Note:
Control panel does show Windows mail as being the Default Newsgroup handler.

Start menu > Default Programs >Set Your Default Programs > highlight Windows
Mail. Click " Set this program as default "
After that, make sure the line above says This program has all its defaults.

If this does not help, then I am stumped :
Start Menu > Default Programs > Set program access and computer defaults >
prompt > Custom > far right side of Custom, click the double pointers >
under Choose a default e-mail program, what do you see ? select Windows Mail

Under that menu all I see is:
Choose default e-mail program:
Use current default e-mail. which is selected. There are no options shown.
Any further thoughts?

No there is nothing else.
Under Media there are several selections, but just Use current default
e-mail. which is selected under e-mail.

How long since this happened ?
What were you using for e-mailing ? You have another e-mail program ?
I am about to suggest Windows Live Mail, but I'd like to hear the answers of
above questions.
